Parking regulations vary throughout the City of Covina, please note all posted signs and curb markings when parking your vehicle. Overnight on-street parking is not permitted in the City of Covina and no vehicle may be parked consecutively for more than 72 hours without being subject to citation. Due to numerous complaints from disabled commuters that they cannot find van accessible spaces at the Covina Metrolink Station, the California Vehicle Code will be strictly enforced at the Covina Metrolink station in regard to the use of handicapped placards. Please click here for information on the use of handicapped parking placards in the State of California. The Covina Metrolink lot is a paid parking lot, and all vehicles must display a valid monthly permit. A handicapped placard provides improved accessability to the platform, but does not exempt commuters from displaying a valid monthly permit. Please contact City staff at (626) 384-5520 if you wish to purchase a monthly permit to continue parking at the Metrolink station. Staff will ensure that handicapped patrons maintain their accessability to the parking lot and are able to bypass the waiting list to park at the lot.
Daily overnight on-street parking permits may be purchased from the parking permit machine at the front entrance of the Covina Police Department (444 N. Citrus Avenue) for $3 per night.

Public Parking Lots in Downtown Covina
Daily parking permits for the public parking lots in Downtown may be purchased for $2 at the parking machines situated on the second floor of the Civic Center Parking Structure (124 E. College Street). There is no daily permit that allows a vehicle to park for more than 4 hours in a public parking lot besides the Civic Center Structure during parking enforcement hours, 8am to 8pm Monday through Friday.
Monthly Municipal Parking Lot parking permits, which are valid for parking over 4 hours in all Downtown public parking lots, are available online at www.ParkCovina.com
Municipal Parking Lot parking permits are sold exclusively online, no permits are available at Covina City Hall. Please allow two to five days for delivery through the US Postal Service. A valid daily permit must be purchased and displayed until the monthly permit arrives in the mail.

Metrolink Commuter Parking
For information or to purchase daily or monthly Metrolink commuter parking permits, please visit www.ParkCovina.com
Permits are required for parking Monday through Friday, 4am to midnight and also every night from 2am to 4am. Parking is free on Saturdays and Sundays from 4am to midnight.
Parking machines are available for daily parking on weekdays at the Metrolink Parking Structure (559 N. Citrus Avenue) for a fee of $2 a day.
Only monthly parking permits are accepted at the Covina Metrolink Station (600 N. Citrus Avenue) on weekdays, and all vehicles must display a valid permit. A six to eight month waiting list exists for the parking lot at the Covina Metrolink station, please visit www.ParkCovina.com to be added to the waiting list.

City staff may not ask the Police Department to not cite a vehicle that is parked illegally, even if the vehicle owner has a valid monthly permit that they forgot to display. The purchase of a monthly permit that is not displayed in a vehicle is not a valid reason for the appeal of a citation. In addition, a permit that has expired due to the expiration of a credit card that a patron did not update on the Park Covina website is also not a valid reason for the appeal of a citation. Please check your email spam filter to ensure that you recieve emails from the parking permit contractor notifying you of the pending expiration of your credit card.

To appeal a citation, please pick up a citation appeal form from the Records Bureau of the Covina Police Department, open from 7am to 9pm daily (626) 384-5656. Citation appeals must be submitted within twenty-one (21) days of the receipt of the citation.
