The California Education Code provides that all municipal public libraries will have a five member board of trustees, appointed by the city's mayor to serve 3-year terms.

The Board of Trustees of the Covina Public Library meets the second Tuesday of each  month in the Library's Community Room at 6 pm. All are welcome to attend their meetings. Their main functions are to solicit the views of the community and advise the Director about the policies and operations of the Library. The five members of the Board are appointed for 3-year terms and elect a president and vice president from their number every year. Current members are:
