|Lieutenant Dave Foster|
Lieutenant Dave Foster began his career with the Covina Police Department in May, 1994. Prior to and during his service to the citizens of Covina, Lieutenant Foster was a member of the United States Army Reserves and attained the rank of Captain before he left the reserves. During his service with the Army Reserve, he deployed several times throughout the South Pacific and Southeast Asia.
Lieutenant Foster while initially assigned to Patrol also had collateral duties of being a D.A.R.E. officer and later, a Field Training Officer. Lieutenant Foster has played a very important role with the Covina Police Department Range for many years and currently serves as the departments lead Ranger Master. Lieutenant Foster was also one of the original members of the Covina Police Department Special Response Team. Lieutenant Foster transferred from the Patrol Division to the Detective Bureau where he was assigned to the Crimes Against Persons detail.
Lieutenant Foster promoted to the rank of sergeant in 2004 and was assigned to the Patrol Division as a Field Supervisor. In 2008, Lieutenant Foster took over responsibility for the departments Training Division where he was also responsible for all department Media Relations and the Property and Evidence section.
Lieutenant Foster promoted on May 9, 2011 to the rank of lieutenant and returned to patrol as his first assignment upon his promotion.
Lieutenant Foster possesses a Bachelor of Arts degree in Political Science from Chapman University.
